Article IX -- Annual Membership Convention
(as amended November 2007)


Section 1.  An Annual Membership Convention shall be convened in order to make reports to the membership and to discuss and vote on amendments to the constitution, resolutions, and the annual plan and budget. As provided for in the Campus Councils Article of this constitution, the Annual Membership Convention shall also resolve any questions of constitutionality in respect to Campus Council Bylaws.  In addition, the Convention will normally include seminars and workshops on professional development, Union organizing, or other areas of concern to the Union and its members.

Section 2. The Annual Membership Convention shall be open to all members of the Union in good standing.  Proxy balloting shall be allowed at the convention under procedures established by the Election Committee.

Section 3.  The Union Council shall determine the time, place and agenda of the Convention, and give at least forty-five (45) days notice to the members. The Convention must be scheduled for a date not more than seventy-five (75) days in advance of the start of the fiscal year as determined by the Union Council.

Section 4.  The Elections Committee shall be responsible for overseeing the votes that take place at the Convention. 

Section 5.  The Social Committee shall be responsible for all other aspects of Convention planning and execution.  

Section 6.  Resolutions shall be put before the Convention in the same manner as proposed constitutional amendments.  The purpose of a resolution is to state the Union’s collective opinion on issues of importance. A resolution is not binding on the elected leadership of the Union. A resolution may suggest, but not dictate, policy. No resolution shall be viewed as in any way altering the provisions of this constitution. A majority of the votes cast at the Annual Membership Convention, including proxy votes, shall be required for approval of a resolution.
