Article VII -- Campus Councils
Section 1.  The Campus Council shall be the coordinating, organizing and governing body for the Union on each campus (Ann Arbor, Dearborn and Flint).


Section 2. Each Campus Council shall

a.  Promote, assist and coordinate the organizing work of the campus Stewards, determine the composition of the units from which Stewards are chosen, and appoint Stewards to represent any units that have not been able to elect or appoint a Steward from within their unit;

b.  Receive the reports of the Union Council or Standing Committees, and communicate to the Union Council the relevant needs, concerns and calls for action of the campus membership;

c.  With the help of the Stewards, implement and oversee Union policy on the campus;

d.  Establish, oversee and maintain such campus committees or sub-committees as it deems necessary;

e.  Hold at least one general membership meeting on the campus each fall and winter semester;

f.  Appoint or elect at least one representative to each of the Union’s Standing Committees;

g. Oversee the expenditure of any Union funds placed under its control; 

h.  Maintain a written set of Bylaws, which it shall make available on demand to any member in good standing of the campus;


Section 3. Within one year of the ratification of this constitution, each Campus Council shall compose and submit to ratification by the campus membership a set of Bylaws detailing its own structure, rules, officers, committees and operating procedures. The Campus Council Bylaws must provide for meeting all of the duties and responsibilities set out for the Campus Councils in this constitution, must not directly or indirectly contradict any provision of this constitution, and must adhere to general democratic principles. Each of the Campus Councils shall submit a copy of its Bylaws to the Union Council, which shall review the Bylaws for adherence to this constitution. In the event that the Union Council should find any part of any Bylaws to be unconstitutional, it shall ask the affected Campus Council to revise that part. The Campus Council may appeal the Union Council’s finding to the next Annual Membership Convention, which shall have final authority for determining the constitutionality of Campus Council Bylaws and requiring revisions to those Bylaws.
 

Section 4.  In the absence of a set of written Bylaws ratified by the membership of the campus, the Campus Council shall consist of the Chair (or Co-chairs in the case of Ann Arbor), the Stewards of the campus, and any interested members in good standing of the campus, and shall operate in accordance with general democratic principles and the specific provisions of this Article.
